Estonia's domestic minimum age for gambling is 21. This is higher than in many other European countries, and it is a genuine Estonian rule, not a typo for 18. If a site aimed at Estonian players states 18 as the Estonian minimum, that is a sign its information is not accurate, and it is the kind of small error that separates a careful operator from a careless one.
18 for players from other EU countries
Players from other EU countries using an Estonian-licensed platform are generally subject to a minimum of 18, in line with the more common European threshold. So the same platform can apply 21 as the domestic Estonian minimum while an eligible player from another EU country is subject to 18. The two are not in conflict; they apply to different players. Where you are matters too
Licensing and access are not the same thing.
